Juggler on a boat

/a juggler is invited to perform at a casino on the opposite bank of a river. But the only boat available to bring him across can carry a maximum weight of 600 N. The juggler weighs 590 N. The three dumbbells that he plans to juggle weight 5 N each. "That's no problem", boasts the juggler. "I can keep juggling all the way accross so that one of hte dumbbells is always in the air. That way I can bring all my dumbbells with me and still keep to the weight limit." Will the juggler's strategy succeed?

The answer is no for the following reason, there would be a force the instant he throws one of the balls into the air. This would be pushing the juggler downward adding onto the weight that he has in his hands.
