Bucket in a well

The apparatus for drawing water from an old wishing well consists of a solid wood drum with a 35 cm diameter and a mass of 2.5 kg around which is wrapped a massless rope. The other end of the rope is tied to an old oaken bucket of mass 1.5 kg. The drum has a crank handle of neglible mass that is 21 cm from the axis of the drum. What is the tangential velocity of the handle 2 seconds after the handle is released and the bucket unwinds the rope as it descends into the well?

My thought was to get the angular acceleration of the drum from the torque from the weight of the bucket and then applying that to the handle.

Yes! You should try that method our for sure. Just make sure you apply newton's third law (correctly) because without it, your method may as well be impossible.
